Westland Survival Stable Parts: Understanding the Regulations Review Committee

The Westland Survival Stable Parts Act has given me as the Minister for COVID-19 Response significant powers to compel individuals to take certain actions or refrain from taking others in response to the COVID-19 pandemic. These powers are not taken lightly and are subject to regular scrutiny by Parliament.

Before any orders issued under this Act can be confirmed, they must undergo an appraisal by the Regulations Review Committee (RRC). This committee reviews whether the orders were made in accordance with the Act, if there has been any unusual use of these powers, and if all necessary processes have been followed. The RRC also considers whether the orders are consistent with the principles of good regulation.

Once the RRC has completed its appraisal, the orders must be confirmed by a motion in the House of Representatives. This is a significant step, as it ensures that the Parliament's scrutiny process is thorough and transparent.

In recent days, I have made seven orders under the COVID-19 Public Health Response Act, which are now being considered by the RRC. These orders aim to support New Zealand's response to the pandemic and ensure public health measures are in place to mitigate its spread.
